永宁县三沙旅游园因浩瀚的沙漠，雄浑壮观近似于原始的沙枣林带及西北特有的数十种沙生植物和沙漠动物而得名。它位于贺兰山东麓，我县征沙渠东部与引黄灌区交汇处。东距永宁县城10公里，北距银川市6公里，西与有东方金字塔之称的西夏王陵旅游景区相望，南与玉泉葡萄山庄相邻。
三沙旅游区南北长8.2公里，东西宽1.8-2.4公里，呈不规则条形带状。总面积18000余亩。该区交通便利，自然景观丰富。浩瀚的沙漠绵延起伏，一望无垠，尽现西部的旷达与荒凉。雄宏壮观的沙枣树林带，间杂茂密的沙棘、沙拐枣，拧条等数十种沙生植物，和数十个大小不等彼此相连的沙漠湖泊，构成了一幅西部大漠豪情与江南水乡融为一体的风景画。踏青、赏花观景、盛夏休闲度假美不可言。
为了加快开发建设，县委、政府引入市场机制，将三沙园土地及资源有偿转让给宁夏建成建材公司。该公司运筹帷幄，聘请了国内著名的旅游规划专家编制了控制性详规。
