In this paper , for investigation into the character of hydrography and geography in great water level difference ports , bringing forward the technology precept of the cable car control system for passenger transportation.

Based on the analysis of the construction condition of San Du Ao Port Area of Ningde Port,port construction and local economic development,port orientation and container transport demands,as well as the interrelationship between them,this paper puts forward the orientation of development,scale and construction scheme of the starting project,and suggestions for further work to be done.
