保护条款(safeguard clause),是指进口国有权通过一定程序，限制或停止进口某些“扰乱市场”或是进口国生产者蒙受损害的商品。这实际上进一步扩大了进口国单方限制商品进口的权限。
这种保护条款对出口国极为不利，往往遭到出口国的反对。
