【房地产管理局】在中国行使房地产管理的职能部门，隶属各级人民政府。大中城市一般设市、区两级房地产管理机构，小城市一般在区政府内设相应的机构，接受上一级房地产管理机构的领导。房管所、房产交易所是房管局的下属机构。房管局的主要职能是行使房地产管理，如产权产籍管理、企业登记管理、房产交易管理。其次是行使房地产经营的部分管理，如房屋租赁管理、土地出转让管理等。房地产管理局因管理范围大小和管理业务繁简，而设置内部职能处(科)室。有些房地产管理局还有直属的房地产经营企业，所属企业实行独立核算、自负盈亏。房地产管理局的主要任务:①制定房地产管理政策和法规。②编制住宅建设长期规划和年度计划，并按规划组织住宅建设、配套和出售，制定危房、棚户及简易房屋的改造计划。③审批公私房屋的接受、代管、收购和危房淘汰拆除，核发房产接管和撤销通知书。④管理私房买卖和租赁，组织房屋互换和交易，监督所属企业的经营管理。⑤对自管房和私房的维修改造和分配进行监督检查和技术指导。⑥统一分配使用直管公房，落实政策用房，解决特困户用房。
