建设规模按建设项目设计任务书或设计文件中规定的项目向社会提供最终产品的全部生产能力或效益的数量。如工业项目的各主要产品的年设计能力(产量)，铁路和公路的建设总长度，学校建设的全部学生席位数，影剧院建设的观众总座席数，医院建设的全部病床数等。同时，建设规模泛指全国或一个地区的年度基本建设计划投资总额或在建的建设项目投资额的总和。改、扩建项目的建设规模，指改、扩建规定的全部新增加的能力或效益，而不包括改、扩建以前原有的生产能力或效益。建设规模是划分大、中、小型项目的依据。计算建设规模指标时，应将基本建设项目或更新改造措施项目中主要单项工程分别列出。分期建设的项目，应包括总体设计中各期的设计能力或效益。
