   客运列车的行驶速度达到或超过 160~ 200 千米/小时的铁路。由于对高速铁路行驶速度界线的观点不一致,难以划定单一界线数值。常规货车和客车的运行速度为60~110千米/小时。日本在东海道新干线(见日本新干线)上行驶的电力列车最大运行速度达210千米/小时。70年代初日本的最高行车速度达 260 千米 / 小时 ,1979   年达到319千米/小时。法国TGV型电力列车于1981年在巴黎至里昂间试验 ,最高速度曾达到380千米/小时。第二次世界大战后,高速铁路相继在德国、日本、法国和英国等国建成。发展高速铁路的技术措施主要是加大列车的功率,降低车辆自重,提高转向架机构的适应性和使用先进的信号通信设施,以及实行现代化的营运管理。
