| 土地管理 land management 通过法律、行政、经济和技术措施，维护土地所有权和使用权并保护土地资源的工作。是国家为了巩固政权，维护土地制度和发展国民经济，在调整土地关系、征收田赋和组织土地利用等而采取的综合性措施。中国土地管理的基本任务是维护社会主义土地公有制，在正确调整土地关系的基础上，根据国民经济各部门以及农村经济各产业（农、林、牧、副、渔）综合发展的需要，合理组织土地利用，不断改善土地生态环境，提高土地生产率，使有限的土地资源更好地为社会主义现代化事业服务。土地管理的内容主要有：①制定并贯彻执行土地法律和法规。②查清各类土地的数量、质量、分布和利用状况，并进行综合评价。③进行土地登记，颁发土地所有权和使用权证书，以确认土地所有者、使用者的合法权益，维护社会主义土地公有制，调动土地使用者合理利用土地的积极性。④建立和健全土地统计制度，按土地利用类别进行统计，逐级汇总上报。⑤加强建设用地管理，严格控制非农建设占用耕地，认真贯彻保护耕地的基本国策，依法办理建设征用划拨土地的审批、登记手续。⑥制定并实施土地利用规划。⑦检查监督土地利用情况，查处有关违法案件，调解土地纠纷。 |
