This paper proposes an eco-city index system by considering the practical features of Xuzhou and Lianyungang, which is then used in a quantitative analysis of correlation and generalized principal components for the eco-city construction and in a comparison of eco-city construction level between Xuzhou and Lianyungang from 1995 to 2004.

城市建设在中国，城市建设这一概念有广义和狭义两种解释。广义的城市建设既包括城市的物质文明建设活动，也包括城市的精神文明建设活动，其内涵基本上等同于城市经济、社会发展的概念。狭义的城市建设则特指城市土地开发、城市住宅及其他公共房屋建设、城市基础设施和公共服务设施(包括道路和公共交通、供水、排水、供热、供气、供电、通讯、园林绿化、环境卫生、防灾等)建设及其规划与管理活动。一般所称的城市建设通常都是就其狭义概念而言的。现代城市建设是整个社会经济建设和发展的核心组成部分之一，是一项巨大的社会工程。社会化大生产的发展，一方面促进了城市各项经济、社会活动的分工和专业化，另一方面又产生了更广泛的协作要求。许多原来从属于城市经济生产和居民家庭生活的各种活动，不断地从主体中分化出来，进人城市的公共服务活动中，产生日益多样化的公共服务需求，而承担这些公共服务需求的物质设施的开发、完善和更新，就主要地体现为城市建设活动。从这个意义上讲，城市建设就是为城市生产和生活提供综合的公共服务条件和相应的各项物质设施的经济活动。城市建设所包含的内容可划分为以下六个方面:①城市土地开发;②城市住宅及其他公共房屋建设;一⑧城市基础设施建设;④城市公共服务设施建设;⑤城市土地再开发和各项设施的更新改造;⑥城市建设各项活动的规划、设计与管理工作。
