Tens of thousands of people gathered in Cairo, accusing Morsi of seeking to impose a new era of autocracy. Police fired tear gas at the demonstrators.
In Alexandria, protesters broke into the headquarters of Morsi’s party, the Muslim Brotherhood. To ease tensions, the president met with the country’s most senior judges and assured them that his decree applied only to matters of "sovereign" importance.
Meanwhile, the government also denied reports that Vice-President Mahmoud Mekky was resigning.
