BEIJING, Sept. 11 (Xinhuanet) -- Russia’s lower house of parliament, the State Duma, has drafted a special statement on the situation in Syria.

The statement notes that "positive developments" have been made thanks to the "principal and consistent" position of Russia, which recently proposed placing Syrian chemical weapons under international control. Foreign Minister Sergei Lavrov says Russia is working on an "effective, concrete" plan, and is discussing the details with Damascus.
