BEIJING, Sept. 4 (Xinhuanet) -- The top two leaders of the US Senate has agreed a resolution authorizing President Barack Obama to use military force against Syria. But its bars American ground troops from taking part in combat operations.

The resolution was agreed late Tuesday by Democratic Sen. Bob Menendez, Chairman of the Foreign Relations Committee, and Sen. Bob Corker, the top Republican. The Senate Foreign Relations Committee will vote on the draft resolution Wednesday.

The resolution also sets a time limit of 60 days for military action.It says the president can extend that for 30 days more with congressional approval.

Meanwhile, Secretary of State John Kerry also said in a Congress hearing Tuesday that any resolution approving military force would prohibit "boots on the ground."
