农业政策(agrieultural poliey)国家为实现在农业方面所要达到的目标而制定的调整农业经济关系，指导、干预和管理农业的行动准则。许多国家都把农业政策视为治国安邦的重要政策，指导和管理农业的重要手段。 沿革和发展人类自进入奴隶社会，形成奴隶制.国家，就有某种农业政策。例如，古巴比伦国家一开始就把管理农业作为自己的重要职能之一。设置官职，制定分配土地、服劳役、开凿渠道、管理灌溉、督促农耕、收缴赋税等政策。古希腊奴隶制国家庇西特拉图执政时期，曾实行有利于小农的经济政策，对山区贫民发放贷款，减轻赋税，鼓励农民种植橄榄和葡萄。中国奴隶社会的初期已有“平水土”(《尚书·舜典》)，“教民稼椅”，编制农历等政策思想和实践。 在封建社会中，西欧许多国家都利用各种政策，调整农业关系。首先把土地以封地或采邑形式分给封建领主，大封建领主再将一部分封地或采邑分封给下一级封建领主，逐步由终身占有制度变为世袭所有制。同时还通过战争、掠夺、赋税等政策，以巩固和扩大领主所有制。在中国，历代封建王朝都制定了许多关于土地买卖、兴修水利、垦殖荒地、征收赋税的农业政策，维护封建地主所有制。 资产阶级国家，为了给资本主义工业的发展扫清道路，提供足够廉价的农业原料和大批自由出卖劳动力的雇佣工人，开拓市场，曾普遍实行改革封建土地制度的政策，发展资本主义农业。资本主义进一步发展以后，不断发生世界性的农业危机，各国普遍开始重视对农业的政策干预和控制。许多国家都建立了庞大的农业机构，集中了大批专家、学者来研究农业政策，实行关税保护、价格补贴、信贷支持，改进农业经营组织结构，开展科学技术研究，发展农业教育等政策。有些国家还利用农产品国际贸易谋取政治、军事和经济利益，把农产品国际贸易变成外交斗争的一种手段。 在中国，在革命根据地时期，中国共产党领导的人民政权就制定一系列解放和发展农业生产力的政策，如土地改革、减租减息、发放贷款、扶持贫雇农、推广农业技术等。1949年中华人民共和国成立以后，中国共产党和人民政府把农业看做是国民经济的基础，十分重视农业政策的制定。1978年底中国共产党十一届三中全会以来，制定一系列调整农业经济关系、发展农业生产力的政策，促进了农业发展。 作用农业政策的作用有三种情况:第一种是农业政策同农业经济的发展沿着同一方向起作用。这种情况，农业政策对农业的发展就会起到巨大的推动作用。第二种是农业政策同农业发展沿着相反方向起作用。这种情况经过一定的时期就会使整个国民经济遭到崩溃。
