政策性银行
政策性银行由一国政府设立或控制的按政策性原则经营运作的银行。又称政府银行。主要承担按照国民经济需要所必须办理，但由于贷款期限长、风险大和利率低而为一般商业银行等金融机构所不愿办理的银行业务。政策性银行是在商业银行发展的基础上，为弥补金融机构的不足并作为政府干预经济的手段而产生的为抑制垄断，促进竞争，政府可在强大的私营金融机构之外，另设政策性银行，对特定经济活动提供金融服务，而此类服务私营金融机构又不愿或不能有效提供。例如，那些可能带来重大社会利益而投资报酬率低于私人收益率的产业，政府可设政策性银行予以支持。政策性银行的特征是:忿原则上不接受存款.资金来源主要依靠政府;②介于财政与银行之间，具有事业性机构的性质:③业务范围相对狭窄，一般专门经营指定范围的业务和提供专门性金融服务:①实行相对较低利息或无息贷款，贷款使用时间较长;⑤经营方针受政府的影响较大，享受一定政策优惠，政策性与盈利性并重。 政策性银行形成途径有二:一是政府投资创设，如日本开发银行和输出入银行。前者是对城市和新产业的开发建设提供长期低息贷款;后者是对外贸、造船、重型机器制造等大企业提供出口长期低息贷款。二是对私有银行实行国有化。如法国兴业银行和里昂信贷银行。组织形式按资本所有权分为政府经营、政府同私人合营、私营但受政府直接控制三种。按服务对象分为农业信贷银行、长期信用银行、开发银行、进出口银行、住宅信贷银行、国民储蓄银行等。第二次世界大战后政策性银行迅猛发展，在各国银行体系中占有重要地位。比较典型的是法国政策性银行占本国银行的半数以上，存、放款在本国银行存、放款总额中也达70%以上。这些银行的贷款和投资在调整产业结构、发展重要产业等方面均起到了重要作用。 中国政策性银行有二家:①国家开发银行。主要任务是:筹集和引导境内外资金，向国家基础设施、基础产业和支柱产业的大中型基本建设和技术改造等政策性项目及其配套工程发放贷款，从资金来源上对固定资产投资总量进行控制和调节，优化投资结构，提高投资效益。②中国进出口银行。主要任务是:为扩大我国机电产品出口和成套设备等资本性货物出口提供政策性金融支持。③中国农业发展银行。主要任务是:筹集农业政策性信贷资金，承担国家规定的农业政策性金融业务，代理财政性支农资金的拨付，为农业和农村经济发展服务。
