以临洮县洮阳镇为例,运用意愿调查法就退耕还林生态环境价值进行了评估,结果表明:当地居民对退耕还林产生的生态价值,其支付意愿远远小于受偿意愿,其原因主要是农民更加注重个人利益、对政府不够信任,并提出国家和政府部门应当建立生态补偿机制、加大退耕还林的投入、调整优化农村产业结构、以调动农民退耕还林的积极性,以利于当地生态环境质量的提高。
