With Hongqiao Airport Business Park as an example, this paper presents some suggestions to improve the current methods including in-depth preliminary research before the planning, reasonable land subdivision and rationalization of land transfer terms.

In our country,local governments use state-owned land leasing as the tool of maximizing land revenue and introducing investment,which put negative results on local public finance,land resource allocation and society stability.

In order to reveal the land value, enhance the land utilization efficiency, realize the land resource optimized disposition, most of the cities in China have established the system of urban land transfer, which plays a significant part in regulating and developing the urban land market, invigorating the existing urban land, increasing the revenue for the government and implementing urban planning.

However, as a new system, there are some shortcomings for the system of land protection in land purchase, land reserve and land sell.

This paper studies two aspects about land supply system, including the problems concerning land reserving and analysis about land selling decision.
