古代美索不达米亚宗教中心之一。其遗址努法尔位于今伊拉克南部。尼普尔是祭祀苏美尔风暴之神恩利勒及其妻宁利勒的重要城市。恩利勒在苏美尔长期居众神之首，根据王权神授的观念，任何称霸苏美尔的统治者都必须得到恩利勒的认可。因此,从早王朝时期开始,历代君主都热衷于控制尼普尔城，为恩利勒神庙兴修土木，保证祭典的供应。根据吐马尔铭文记载，最早为恩利勒建造神庙的是基什王恩美巴拉格西。此后，包括阿卡德王国国王在内的不少城邦国王和霸主都修建过神庙。乌尔第三王朝时期，对恩利勒的祭祀活动达到顶峰。古巴比伦王朝时期，恩利勒的地位为巴比伦城主神马尔杜克所取代，尼普尔城开始衰落。喀西特王朝时期，尼普尔重新成为宗教圣地。新巴比伦王国建立以后，尼普尔作为宗教中心的地位逐渐消失。12～13世纪被废弃。尼普尔遗址从1889年以来一直由美国进行发掘，发现了乌尔第三王朝时期的神庙遗迹和许多不同时期的泥版文书。
