In order to answer the key question of how to reflect quantificationally the dynamic trend characteristics of power generating plants performance,the overall framework of DPE was established in this paper.
围绕“如何定量反映发电企业所辖电厂在评估周期内经营绩效的动态趋势特征并判断其优劣”的核心问题,提出动态绩效评估的总体框架,特别是建立了3个新的指标及相应的评估方法:“增长强度因子”指标可表征任一电厂的多个指标在评估周期内动态趋势的增长特征,而“动态贡献质量”和“动态贡献弹性”2个指标分别体现对发电企业平均水平的绝对量和增长量的动态贡献特征。
