Applied science professionals directly involved in national economic construction and scientific and technological progress, therefore the quality of such personnel and their training has been a science of higher education sector and community-wide focus.

Training applied talents for construction site have to base on reforming and innovating the mode of talent training as fundamentality and ability training as main handhold to deepen major teaching reform and get major characteristic.

With the increasing demand for applicable talents,cultivation of practical ability becomes a necessary way to construct the core competencies of university education.

Based on the services provided by our college for social and economic development,the establishment of training base of applied talents was elaborated and suggestions on the combination of study and work in the future were brought forward.

This article first discusses the theoretical foundations for forming the pattern to foster applied talents in higher vocational schools,and then it probes into such a competency-based pattern and elaborates on its connotations and characteristics.
