性质:是世界环境与发展委员会在《我们共同的未来》报告中最早提出的一种新的发展模式。它有两个基本含义,一是强调人类应以与自然和谐相处的方式来追求健康而富有生产成果的生活的权利,而不应当采取耗竭资源、破坏生态和污染环境的方式来追求和实现发展;二是强调在满足当代人们需要的时候,不应对后代满足其需要的能力构成危害。可持续发展观念在1992年召开的联合国环境与发展大会上已为世界各国所采纳。
