每年9月
首创于1991年9月21日，以后每隔一年在太原市举办一次，同时还有“山西国际锣鼓节”及“山西对外友好交流周”活动。
在首届山西太原国际民间艺术节及国际锣鼓节开幕式上，以数百名身穿大红古装绸服的青年男女为主的威风锣鼓队，敲响了“天下第一鼓”。之后，是舞龙灯的盛大队伍，赤、橙、黄、绿、青、蓝、紫、褐八条彩龙，抖出八面威风。来自全国十几个艺术团体的上千名表演人员汇聚在太原古城，彩旌飘舞，鼓乐齐鸣，全市人民都沉浸在节日的欢乐气氛中。
在艺术节上，还有来自俄罗斯、朝鲜、日本、新加坡、蒙古等国的民间文艺团体，表演精彩的外国民间舞蹈，还举办美术、绘画、剪纸、雕塑、曲艺、杂技、魔术、服饰等文化展览，令人大开眼界。
