该文以鲁山县１９９２～１９９６年水土保持综合治理开发项目区为依托，通过水土保持坡面、沟道工程及林草配置防护体系建设和水土资源开发利用、商品基地建设等途径进行了探索性试验研究和效益分析，阐明水土保持是山区发展的生命线，是国土整治、江河治理的根本，对促进山区经济可持续发展战略目标的实现具有十分重要的意义。

中国为有计划地培植和发展骨干出口商品和开发新产品，保证出口货源供应而专门建立的生产出口商品的地区、厂矿的总称。主要有以下几种形式：①单项出口商品基地。即在一个县或一些乡、村范围内安排生产一种农副产品的基地。②出口商品生产综合基地。即在一个城区（市）内安排生产多种农副产品和工业品的基地。③出口专厂（矿）。即主要承担出口工业品的生产厂（矿）。通过出口商品生产基地的建设，工业部门、技术部门与外贸部门的结合更加紧密，相互协作，相互支持，使不少商品逐步成为出口的骨干商品，有些产品已成为国际名牌产品。
