Literature review and logical analysis are applied in this article to research the system,designation and principle of the methodology for sports policy science.

The formation and establishment of school education policy in the Late Qing Dynasty indicated the transformation from traditional education to modern education and legalization process of education,which not only had an important position in the history of modern education,but also was theoretically significant due to its role played in the change from education system to education practice.

The paper analyses the relations between the sports policy and theirs development after the Olympic Games,hopes to provide the successful experiences for formulating the China sports policy after the Beijing Olympic Games.

The sports rule by law requires the understanding of its meaning and the governmental institutions,especially the sports institutions should guide the sports activities by law and prevent sports policy violation.

The main conclusion is that the combination of sports and education is a sports policy which is carried out in our country for a long time, and its formation and development can be generally divided into such four phases as those of fermenting formation, suffering twists and turns, resuming development and entering the period.
