总督 中国明清地方军政大员。又称总制。明代始设,分专务和地方两种。专务总督以所辖专务为职,提督军务为辅。地方总督多因防边或镇压人民而设,以所辖地区军务为主。正统六年(1441)正月,首次以总督军务入衔。正统末至景泰初,地方亦多派总督。这些总督因事而设,事毕即撤。自成化五年(1469)两广再设总督后,其职始专,近于定制。总督与巡抚皆为地方军政大员,合称督抚。但总督权力较巡抚大,多数地区巡抚位于总督之下,亦有总督兼巡抚者;总督辖区较巡抚广,一般都在一省以上,明末时有管辖五省、七省者;总督级别较巡抚高,地方总督多由部院正官中推选。在明代政治中,总督举足轻重,入则为朝廷显官,出则为一方军政之首,故时人称文帅第一重任。总督的作用是,以文臣钳制武臣;协调各省、各镇关系;统一事权,防止各省、各镇互不相属,互相推诿。体现了中央对地方军事控制权的加强。总督在清代为地方最高级长官,总管一省或二三省,位在巡抚之上,正二品。清初总督额数及辖区并不固定,乾隆以后成为定制,全国设有八个总督:直隶、两江、陕甘、闽浙、两湖(即湖广)、两广、四川、云贵。总督一般均带兵部侍郎(或尚书)、右都御史衔,其职掌综理军民事务、统辖文武、考核官吏,为一方面军民高级长官世称封疆大吏。另有漕运及东河、南河总督三员。光绪三十二年(1906),东北奉天、吉林、黑龙江建行省,改将军为总督,名曰东三省总督。 |
