西非经济与货币联盟(WestAfricanEconomicandMonetaryUnion,WAEMU)是西非国家经济共同体中贝宁等7个法语国家于1994年1月10日成立的。1994年初，7国国家元首在出席非洲法郎区讨论法郎贬值会议期间决定成立西非经济货币联盟取代原来的西非货币联盟。该联盟的宗旨是促进成员国间的人员、物资和资金流通，最终建立起由西非7个使用非洲法郎的国家组成的共同市场，作为西非国家经济共同体货币联盟的补充。1996年1月15日，第二届西非经济货币联盟部长理事会通过了7国间实行特惠关税制的文件，确定了在1997年完全实现联盟内关税互免的目标。
至1997年,西非经济货币联盟有8个成员：贝宁、布基纳法索、科特迪瓦、马里、尼日尔、塞内加尔、多哥和几内亚比绍。
