南亚地区的区域性金融组织。是在实施联合国亚洲及太平洋经济社会委员会的亚洲贸易发展计划过程中产生的。1974年12月9日在曼谷正式成立，1975年11月1日开始营业。成员国有孟加拉国、印度、伊朗、尼泊尔、巴基斯坦、斯里兰卡和缅旬。总部设在德黑兰，伊朗马卡西银行为其经营机构。联盟的宗旨是为成员国之间的国际贸易结算提供方便；在成员国间贸易中使用成员国的货币，从而节省外汇；促进成员国间的货币合作，扩大亚洲及太平洋经济社会委员会成员国的贸易和经济联系。联盟的最高权力机构是理事会。理事会由每个成员国的代表组成，理事会总裁负责处理日常业务。
联盟使用的共同记帐单位是亚洲货币单位，与国际货币基金组织的特别提款权等值。
