佛门很重视“发愿”。人的处境是由其行为 、语言造成的，而人的行为、语言又是由其思想决定的。愿从心起，并能产生一种主宰语言、行为的力量，故称“愿心”、“愿力”。佛教所说的发愿，是一种向上的善愿，如普度众生、志求解脱，乃至成就一件利国利民的善事等。“愿”有“总愿”和“别愿”。“总愿”如“四弘誓愿”：“众生无边誓愿度，烦恼无尽誓愿断，法门无量誓愿学，佛道无上誓愿成。”“别愿”如阿弥陀佛的“四十八愿”、药师佛的“十二大愿”、普贤菩萨的“十大愿王”等。又如修习净土宗的信徒，以“信、愿、行”为三大前提，必须发愿求生“西方净土”。隋·智顗《法界次第初门》卷上之下：“志求满足，故云愿也。”“志愿”是个同义复词，出于《华严经·入法界品》，弥勒菩萨称赞善财童子道：“此长者子，勇猛精进，志愿无杂，深心坚固，恒不退转，具胜希望，如救头然（燃），无有厌足，乐善知识，亲近供养，处处寻求，承事请法。”也泛指志向意愿。如晋·王羲之《与谢万书》：“老夫志愿，尽于此也。”（李明权）
