【“官办”信用合作社】与“民办”信用合作社相对应的合作金融组织。信用合作社由政府、政府机构或国家银行直接管理的金融组织。其自身没有或缺乏经营自主权，不能体现组织上的群众性、管理上的民主性和经营上的灵活性的“民办”特征。中国农村信用社在人民公社化后的较长时期里，甚至在改革开放初期，一直是国家银行的基层机构，没有办成真正的群众性的合作金融组织。“官办”信用社是中国信用合作史上特定阶段的产物。
