x旧ngmu gtjon}{项目管理(projeet management)指对核电工程项目自批准立项起至投人商业运行止全过程(包括前期工作、设计采购、设备制造、土建安装、调试等)和全方位(包括质1拉制、进度控制、投资控制三大控制)的管理。项目管理的目标是尽可能少的投人，建成长期安全稳定、经济高效运行的核电厂。由于核电工程工期长、参与者多、接口复杂、协调t大，其项目管理是一个庞大、复杂的系统工程，管理的好坏关系到项目的成败。国际上的通常做法是，由业主自己或委托工程顾间公司(AE)或总承包给主供应商组织一个功能齐全的工程管理机构，负责归口核电项目管理。尽管不同的项目管理模式下(见核电工租项目策划)业主、工程顾问公司和承包商之间的分工、职资有所不同，但在总体上其工程项目管理机构及功能分块大致上是相同的。一般都分设设计采购、现场施工、调试、合同管理、项目控制、质量保证等六个主要部门.其中前三个部门是按建设阶段来划分职能，并进行对口管理的，而后三个部门则对项目的三大控制进行监控，并贯穿全过程的各阶段。总而言之，工程项目管理的核心是要使工程质量、进度、投资处于受控状态以达到低投人、高产出的目的，即实现工程的三大控制是项目管理的关键。
