In the light of the problems commonly existing in the agent sub-treasuries business of the commercial banks such as the poor conception of the agent sub-treasuries,the inadequate institutions and systems,the loose financial organization,and the imperfect internal control system,etc.
针对目前商业银行代理国库业务中普遍存在的国库代理意识淡薄、机构和制度不健全、账务组织不严密、代理支库内控制度不完善等问题,提出应选择信誉高、业绩好的商业银行为代理支库,同时建立健全“国库干部队伍变更制”和“财产档案制”,以加强对商业银行代理国库业务的有效监管。

1.官府之仓库。 2.国民党统治时期经管各级政府财政收支的机关。根据1928年国民党财政部的规定﹐用款机关得以部分收入抵拨支出。其后﹐于1939年公布"公库法"。在中央政府设国库﹐地方政府分别设省库﹑市库和县库。规定国家全部岁入岁出都由公库统一收支﹐一律停止以收抵支;国库事务由中央银行代理;地方各级公库事务由该上级政府公库主管机关核准的银行代理;在未设银行的地方﹐指定邮政机关代理。
