To make it clear what responsibility engineering supervision units should assume for safety supervision, safety responsibility for engineering supervision is comprehensively analyzed and studied in detail from such aspects as the relations between engineering supervision regulations and safety construction, laws, administrative rules and technical specification.

Taking the safety responsibility as the main lines,this paper introduces a safety managing model in the aspects of the network,responsibility principle,managing responsibility and rewards & punishments.

In this article,all kinds of risks faced by construction supervision engineers have been analyzed,and then safety responsibility management has been studied and discussed.

From the theory and practice,the paper discussed the safe duty,measures,culture construction etc.

Through analysing the recent oil spill of Tanker“Prestige”,its considered that the urgent matter is,from the relevant weak links,to enhance the safety duty chain consciousness,setting up the safe information system of ships,grasping safe measures for long time and avoiding recurrent accidents.
