The implementation of CEPA has promoted the economic development among Hinterland , Hong Kong , Macao greatly, and demonstrated the strong vitality, but some problems emerged at the same time,such as the indeterminate of some legal provisions,the lack of the judicial examining,the imperfect of the dispute settlement system,the bad jiont of the Legal provisions and so on.

按法 ①针刺手法名。一指针刺时将针向下按入。又称插法。《医学入门》：“按者，插也。”一指针刺时用手指按压穴位。《针灸问对》：“欲补之时，以手紧捻其针，按之如诊脉之状，毋得挪移，再入每次按之，令细细吹气五口，故曰按以添气，添助其气也。” ②推拿手法名。又名抑法。指用手指、手掌或屈曲的指间关节突起部按压穴位。《医宗金鉴·正骨心法要旨》：“按者，谓以手往下抑之也。”又指出：“按其经络，以通郁闭之气。”
