中国抗日战争时期陕甘宁边区的公共图书馆。成立于1937年5月。1938年延安遭受日机轰炸,馆务一度停顿。1939年，边区政府为适应干部学习研究需要，决定整顿、重建该馆为延安较大的公共图书馆。聘请林伯渠等为理事。由林伯渠任馆长，李昌为馆务主任，着手募集图书、整理藏书、重建新馆。1940年7 月正式开馆。馆内设图书、材料、读书顾问、编刊4部,有图书室、参考室、阅报室、杂志室和馆外阅览室、少年图书部等服务部门。馆藏有政治、经济、哲学等社会科学和自然科学方面书籍，以解放区出版物和苏联版中文、俄文书籍为其特色。1940年7月，藏书达5000余种约计1万册，报刊约100种。
该馆贯彻解放区的文化教育方针政策，积极为抗日战争服务，为边区政治建设服务，如编印干部学习材料与论文索引，加速图书流通，延长开放时间，送书上前方等。该馆在当时比较困难的条件下为人民解放事业作出了贡献，在推动延安地区图书馆事业和创建延安图书馆协会等活动中也发挥了重要作用。
