《国际贸易术语解释通则》(InternationalRulesfortheInterpretationofTradeTerms,缩写INCOTERMS)是国际商会为统一各种贸易术语的不同解释于1936年制定的，随后，为适应国际贸易实践发展的需要，国际商会先后于1953年、1967年、1976年、1980年和1990年进行过多次修订和补充。1999年，国际商会广泛征求世界各国从事国际贸易的各方面人士和有关专家的意见，通过调查、研究和讨论，对实行60多年的《通则》进行了全面的回顾与总结。为使贸易术语更进一步适应世界上无关税区的发展、交易中使用电子讯息的增多以及运输方式的变化，国际商会再次对《国际贸易术语解释通则》进行修订，并于1999年7月公布《2000年国际贸易术语解通则》(简称《INCOTERMS2000》或《2000年通则》),于2000年1月1日起生效。
