To further develop the function of team management is an important part of trainee management in the new situation,inevitable requirement for the development of public security education,an attempt in trainee management innovation,and a new mounting point in the content of trainee management.

In this paper the author firstly presents a brief review of research and training in higher education in international perspective, and then mainly describes the state of the art of research and training in higher education worldwide in terms of higher education research and information infrastructures, institutional research, and the education of administrative estate.
