内地与香港、澳门建立更紧密经贸关系安排:为进一步加强内地与香港、澳门两个特别行政区的经贸合作关系，2003年内地与香港、澳门分别签署了关于建立更紧密经贸关系安排的协议，并于2004年1月1日起开始实施。总体目标是：逐步减少或取消双方之间所有货物贸易的关税和非关税壁垒；逐步实现服务贸易的自由化，减少或取消双方之间存在的所有歧视性措施；促进贸易投资便利化。
