| 高等教育自学考试制度 high education examination system of the selfstudy 群众自学高等学校一定专业的有关课程，然后经国家考试，藉以选拔专门人才的办法。包括指导自学和进行高等教育程度的考试、对考试合格后的学历、使用、待遇等的统一规定。高等教育自学考试，有的国家由公立大学主办，也有的由各种专业学会主办。 中国的高等教育自学考试制度，是中国进入新的历史发展时期的产物。1980年12月，教育部经过调查研究，拟定了《高等教育自学考试试行办法》。1981年1月，国务院批转上述《办法》，指定北京、天津、上海、辽宁三市一省先行试点。1983年起已逐步推广于全国。 高等自学考试不受招生名额的限制，较少受到教育投资的局限，是造就和选拔人才的广阔途径。 中国当前的高等教育自学考试制度已形成为个人自学、社会助学和国家考试相结合的一种新的教育形式。它是中国社会主义高等教育体系的一个组成部分。应试者考试合格后，国家承认其学历，因此它是一种高等教育的学历考试，从而成为中国现行学制新的组成部分。这种考试只能由国家授权的单位定期举行，因此它又是一种国家考试。 为了进行高等教育自学考试，按规定全国和各省、自治区、直辖市需分别成立高等教育自学考试指导委员会及其办事机构。向社会公布确定考试的专业，必考与选考的课程，所用教材与参考书目，考试时间安排等，然后定期举行考试。 经考试一门课程合格的，发给单科合格证书；规定的课程全部考试合格，并通过品德鉴定，由省、自治区、直辖市高等教育自学考试指导委员会和主考高等学校联合颁发大学本科或专科的毕业证书。 |
