边界(境)谈收调整对由边界(境)小额贸易和地方贸易而产生的有关国家税收关系的调整。毗邻国家在接壤地区的一定范围内，为照顾双方边界居民交换生产资料和生活必需品的传统习惯所进行的小额贸易，以及为照顾边界地方建设事业和人民需要所进行的地方贸易，相互提供税收优惠。一般对于在规定的开放点和指定的集市上，以不超过规定金额买卖的准许交换的商品;以及对通过两国地方国营贸易机构或指定的企业，在规定的货物范围内和指定的口岸交流的商品.都相互给子减免关税和国内流转税的优惠待遇。这种税收优惠，是毗邻国家相互给予的特别利益，不包括在通常国际贸易的最惠国待遇范围以内。根据历史传统，中国同朝鲜、尼泊尔、巴基斯坦、缅甸和俄罗斯等邻国，都有这种边界(境)税收的调整。
