任何城市建设项目都必须符合城市规划要求。城市规划指导城市建设，城市建设服从规划管理，这是一条必须坚持的原则，否则就会给城市发展带来严重后果。因此，每一项当前建设工程项目都应当向城市规划行政主管部门申请确定规划设计要求，由城市规划行政主管部门提出规划设计要求或者是城市规划行政主管部门先提出规划设计要求建议，由建设单位按城市规划行政主管部门的要求向有关部门征询意见，再经城市规划主管部门正式确定规划设计要求是审查设计方案和核发建设工程规划许可证的重要依据。同时，确定的规划设计要求亦是福建设工程设计人员开展工程设计工作的重要依据之一。提供规划设计要求，一般应包括以内容：
1、给定与建设项目有关的到；道路红线；
2、给定与建设项目有关的可以拆除的旧房范围界限和要求；
3、建设工程的高度要求（或层数要求），长度要求和建筑密度、容积率以及建筑间距要求等；
4、城市规划行政主管部门统一要求的坐标、标高和比例尺；

7、临街建筑的退让道路红线要求；
8、必须代建的公共服务和公用设施要求，如广场、小游园、底层商店、停车场、过街楼、地下防空设施等；
9、其他要求。
