一些国家的将级军官中最低的一级军衔称号。准将一般是旅长的编制军衔，所以过去一些国家称准将为“旅将”，法文用“将军”和“旅”这两个词相组合即为“准将”。在英国，凡是担任副师长或独立旅(由两个团组成)旅长的准将，属将级军官，而担任相当于其他国家团级规模的旅长职务的准将，则不是将级军官，而是一个受到特别任命的上校，这种准将军衔带有临时性质。在俄国彼得一世时期，只在海军中设准将衔，陆军不设。中国自清朝末年引进西欧式军衔制以后，历届政府都没有设置准将军衔。中国人民解放军在上校与少将之间所设的大校军衔，按指挥职权并不比准将轻，但外军往往将其等次排列在准将之下，理由是最低的将官也比最高的校官高一个等级。
