This article studies the new developing tendency of legal systems of international carriage of passenger by sea through analyzing the following four aspects: liability basis,package limitation, testimony liability and obligatory insurance.

As one of main passenger transport s means in national economy, carriage of passenger by sea is important, but concerning it s state of safety, we are worried.

The paper introduces the newest development of Athen s Convention and analyses problems existed in China s law and regulations of the carrier s limitation of liability of carriage of passengers by sea and possibility of modification.

The second and the third part of this paper analyze the rule of liability limit individually from the view of international passenger air transportation and international cargo air transportation.
