拟建项目确定建设地址之后，总图设计不仅十分必要，而且十分重要。总图设计不仅要建设单位生产工艺流程、生活等方的基本要求，还必须坚持合理开发地下空间和充分利用各种设施的基本原则，符合城市规划要求以及城市规划管理部门和其他管理部门（如环保、消防、防疫、防震、防滑坡、交通、文物保护等）的有关规定，这是一项理论联系实际的科学规划设计成果。一般来讲，它应当经过多方案的比较论证后择优选定。总图设计经审查批准后，则作为确定用范围和面积的科学依据核发建设用地规划许可证的依据，以及开展下阶段工程设计的基础。
总图应包含的内容很多，对于城市规划管理审批而言，它起码应反映以下个方面：
（1）经济合理的建设项目拟用地大小和范围；
（2）标明城市规划管理部门给定的道路畿线和其他的外部限制条件，如山、水和已经建设使用的用地及其建筑物等；
（3）标明拟建建筑物、构筑物的位置、形状、层数、室内外标高，室外道路向、标高、坡度、转弯半径，以及环境、绿化布置和必要的管网布置等。
（4）说明总用地面织、各类建设用地面积及百分比、总建筑面积及各类建筑的分项建筑面积、建筑密度、建筑容积率技术经济指标。
（5）综合开发区还应当包括公共服务配套和市政基础配套设施具体布置。
