| 指令性计划 mandatory planning 社会主义国家各级计划机关从全局利益出发，向国有企业直接下达的具有约束力的计划。指令性计划主要是根据社会需求制定的，纳入指令性计划的产品一般由国家直接调拨分配，纳入指令性计划的经济活动国家可以直接干预。指令性计划一经下达，各级计划执行单位就必须坚决完成。指令性计划通过指令性指标下达，其指标目录由国家计划委员会和各省、自治区、直辖市及国务院有关部门共同研究提出，报国务院批准；各省、自治区、直辖市人民政府也可根据当地实际情况，增减指令性计划指标，但必须报国务院批准。单纯依靠指令性计划指标，难以做到充分发展商品经济，促使企业提高效率，灵活经营，灵敏地适应复杂多变的社会需求。指令性计划的范围过宽 ，也会使企业失去应有的活力，不利于提高宏观经济效益和微观经济效益。在社会主义市场经济中，必须严格限制指令性计划的范围，把它限制在关系国计民生的、需要由国家调拨和控制的重要产品上，以及关系全局的重大经济活动上。 |
