| 《堪萨斯-内布拉斯加法案》 Kansas-Nebraska Act 1854年美国国会通过的取消限制奴隶制扩展到西部新开发地区的法案。19世纪以后，美国领土迅速扩张，在密苏里河以西的堪萨斯-内布拉斯加地区 ，前往垦殖的人日益增多，要求建立新州。该地区在北纬36°30′以北，按密苏里妥协案（1820）规定，应以自由州加入联邦，但奴隶主凭借在政府和参议院中的优势，力图在这一地区扩大种植园、畜牧业，主张实行奴隶制。 1854年1月23日，由参议院领地委员会主席、民主党党魁S.A.道格拉斯向参议院提交了这一法案，宣布密苏里妥协案和1850年妥协案作废；奴隶制的实施不应受任何地域限制；新开发地区实行何种制度，应留给当地居民或其代表决定，即所谓“平民主权原则”。这一法案，引起全国长达4个月之久的争论，但在参议院和众议院中均获得通过该法案规定，堪萨斯准州延伸至北纬40°以南（堪萨斯与科罗拉多大部），内布拉斯加准州包括密苏里河以西北纬40°与加拿大之间的地区。奴隶制的扩展从此不再受地域限制，不断推向北部，加速了资产阶级内部的分化，反对该法案的人于1854年7月组成美国共和党。资本主义和奴隶制的矛盾进一步激化，酿成了堪萨斯内战，最后导致南北战争。 |
