中国国内分布于新疆吐鲁番、和硕、库尔勒、阿图什、乌什、伽师及喀什。国外分布于希腊、伊拉克、伊朗、巴基斯坦、阿富汗、土耳其、蒙古、阿尔泰、克什米尔、印度等地。
中型猛禽，全长约56cm。上体棕褐色，除下背和腰以外，各羽均缘以棕色，并具暗褐色羽轴和轴纹。头和颈黄褐色，具褐色轴纹，头侧和耳羽沾白；翼暗褐色，飞羽基部多为白色；尾浅棕色，中央尾羽基部近白色；下体胸部近白色，杂有棕褐色羽轴纹，腹部和尾下覆羽多棕褐色。
栖息于荒漠、半荒漠及砾石滩地区，多单独活动。食物主要为啮齿类、两栖爬行类和小型鸟类, 《中国濒危动物红皮书·鸟类》中列为稀有种。
