特惠关税区又称优惠贸易安排，是指在成员国之间相互给予关税减让的优惠待遇。特惠关税区的税率比最惠国税率还低，但成员国之间仍有一定程度的关税存在，它是发展程度低、最松散也最易行的区域一体化组织形式。特惠关税区的成员国之间通过协定或其他形式，对全部商品或部分商品规定特别的关税优惠，如%26ldquo;美加汽车产品协定%26rdquo;、%26ldquo;非洲木材组织%26rdquo;等就属这类经济一体化。特惠关税区是经济一体化的最低形式，以致许多区域经济一体化并不以此为初始形式，而是一开始就从%26ldquo;自由贸易区%26rdquo;的形式开始。
