本文正以此为目的，在对WTO农产品贸易协议主要内容、主要国家和地区在乌拉圭回合谈判中的承诺、WTO贸易规则的实施对世界农产品市场的影响等内容的简要介绍的基础上，结合我国农产品市场开放的情况，总结归纳了加入WTO对我国农产品贸易的有利和不利影响，并以此为着眼点，分析了农产品市场开放对我国相关法制建设的影响，探讨了完善农产品市场立法的必要性，并在健全和完善适应农村改革发展需求的法律制度、加强行政执法和司法工作、做好农业可持续发展的法制保障建设工作及参与相关农产品国际经济立法活动等方面提出了若干建设性的。

指从1986年9月在乌拉圭埃斯特角城开始，到1993年底结束的关税及贸易总协定的多边贸易谈判。是关税及贸易总协定的第八次多边贸易谈判。谈判内容除货物贸易的关税减让以及减少非关税壁垒外，还包括服务贸易、知识产权、与贸易有关的投资措施和建立多边贸易组织等议题。
