The article introduces the major bidding methods in project tenders,explains the characteristics,advantages and disadvantages of each method and with the help of Simon s Theory of Bounded Satisfaction,elaborates that according to actual needs,it is wise to choose reasonable evaluation method and abandon the theory-best method.
