地区性电网生产活动的组织和管理机构。中国电能的生产，除少数是化工、冶金等部门的自备电厂自行生产经营外，绝大多数由能源部统一经营管理。1949年以来,中国按地区设立了电业管理局（简称电管局）,如东北、华北、华东、西北、西南、中南电管局等，负责管理地区电网的生产和工程建设。电管局在本区内的直属单位有省、市、自治区的电力局、主力发电厂和较大的供电局或电业局以及电力试验研究所等，有些电管局还有直属电力设计院。电管局作为能源部的派出机构，对电网实行统一规划、统一调度、统一核算、统一行政管理。有些电管局也负责几个省、市、自治区电力局之间的协调工作。能源部也委托某一个省电力局代部执行几省联合电网调度中的协调工作，并代部组织联合电网发展规划的编制工作。此时，各省、市、自治区电力局的生产建设与行政业务，例如计划指标的下达，各项有关电力方针政策的贯彻执行等，均由能源部直接领导。
