d ianli ehangyuan fazhonJ一hua电力长远发展计划(long term developmentplanning of electrie卯wer industry)一般指计划期为15年以上的电力行业发展计划，又称电力长远发展规划。早期的长远发展计划，一般考虑10~15年.近2。多年来，由于核电站和大型水电站的开发，从项目提出到全部建成，都需10年或更长的时间，因而长远发展计划一般都考虑15年以上，有的考虑30年或更长时间。电力长远发展计划是电力行业发展的战略性规划，应根据计划地区的国民经济和社会发展长远计划、经济布局和能源资源开发与布局情况，宏观分析电力市场需求，进行煤、水、电、运输和环境等综合分析，提出电力技术政策和经济政策、电力可持续发展的墓本原则和方向、电源的总体规模、基本布局、基本结构、电网主框架、能源构成、更高一级电压的选择意见、电力设备制造能力的开发要求以及电力科研新技术方向等。编制电力长远发展计划的目的是明确今后电力行业的发展趋势和发展方向，提出今后的发展方案和指导方针。中国的电力长远发展计划一般由国家电力管理部门主持，按照统一规划、分级管理的原则，组织各级电力主管部门、电力公司和有关部门的专家进行调查研究，共同编制;每五年修订一次，有重大变化时及时修改、调整。 概况中国国家计划委员会和嫩料工业部在1954年成立电气化工作组，着手编制《中华人民共和国电力工业远景发展轮靡方案(1953~1967年)》，即所谓电气化计划，提出了发展电网，发展高温高压火电机组，发展供热电厂，充分开发水电等一系列方针，并对各地区电网布局提出了方案，提出全国发电装机容t和发电t从1952年的196.6万kw和78.52亿kw·h增加到1967年的2405万kw和685亿kw·h，分别增加6.1倍和7.7倍，发电设备年利用小时数从1952年的3700h增加到1967年的477oh，平均发电设备备用率从1952年的35.6%下降到1967年的15.4%。虽然以后因形势变化，某些具体方案有所修改，但所提出的方针却一直指导着中国电业的发展。1985~1987年期间，由水利电力部计划小组主持，与各大区电业管理局、省、直箱市、自治区(简称省市区，下同)电力工业局、设计单位共同编制了《1986一2015年全国电力发展纲要》(草案).这个踌世纪的30年电力发展纲要，按照电力发展速度与国民经济发展边度同步或争取电力略为先行的原则，明确提出了2。。。年和2015年两个阶段的发展目标，即2000年全国发电装机容t和发电t分别达到2.4亿kw和12000亿kw·h，2015年全国发电装机容t达到4.8~5.8亿kw。
