【土地价格三元体系1南京市房地产经济研究会夏万年同志认为，基准地价、交易地价、出让地价三者构成城镇土地价格的三元体系。1.基准地价。即行政管理部门根据城市规模、功能特色，有选择地采集有关交通条件、商业服务业繁华程度、基础设施状况、环境条件等资料，以及有关与房地产经济相关的价格资料后，通过运算找出的土地等级订定价格。它可作为政府指导土地经济活动的参考价格。2.交易价格。即市场价格，是买卖双方通过契约订定的价格。3.出让价格。在基准地价基础上，采集全国主要城市的社会经济综合指标，剖析求得对比关系，再参酌国际城市的发育情况，定出对外较有一致性的、合理的、科学的出让价格。
